This one of many longshots, but does anyone think this guy might have perhaps gone into treatment or counselling (at the prompting of a family member/spouse) and somehow found a way to, if not cure himself of his "problem", come to terms with his fantasies, ect, and stop?
I know patient/therepist confidentiality if a big thing, but SOMEONE had to have known this guy! And I can't see it possible that he's been able to come off as completely normal all this time! And this is why I feel that he is still alive and perhaps only remaning free due to others not wanting to face certain nagging suspicions!!
Any thoughts?
There might be someone out there who treated/counselled this guy or someone who knew what help he was perhaps getting!
HE may not be being "protected" per se, but rather other's reputations/standings are what's at stake!

I believe this guy hides his sexual deviance from family and or friends very well. HE knows what he is doing and is in extreme control over who knows what about him. This is who he is, and he is extremely intelligent- so far. He would not seek treatment because that would be considered 'weak' in his mind. Sociopathic Deviant Sex Killers do not seek help . Psychopaths rarely if ever seek treatment of any kind of psychopathology voluntarily.

Well, I did call this a longshot!
But let's think about it! This guy has never been caught. This leaves only three probable scenarios:
1. He is dead 2. He is in prison 3. He stopped killing
I personally feel that number 3 is the most likely. If this guy fit all the classic qualifications we mention in our discussions, he'd have been caught. If he's dead, someone is most likely keeping his identity a secret for personal reasons. I don't think he's in prison unless it's death row for some other murder. A guy like this could not survive in a general population prison situation. Well, wait, he could have died or have been murdered in prison! Have we ever considered that?
Sorry to be thinking aloud here, what I really meant to say was, this guy could have been prodded into therapy by someone else: a family member/spouse, and once there, worked out enough of his issues to not have to kill anymore. It's not a crazy theory seeing as all the wonderful ones have yet to pan out!

Ebe777,
There are additional scenarios to consider:
4) He kept killing in another location like South America or kills only prostitutes e.g. the recent graveyard found in Albuquerque
5) He became occupied with raising children, like BTK during his lull
6) his MO evolved and he became even more ritualistic. e. g this other Santa Barbara unsolved that deserves attention:
http://www.newspress.com/coldcases/kymkiller.htm
7) He was a type A non-secretor and developed diabetes and other health problems that prevent him from continuing
8) He was killed in action in another state
9) He continued but started using a condom and stopped murdering
10) He committed suicide taking his secrets to the grave
11) He really was military and killed in the Gulf War
I personally don't believe any therapy short of that presented in a Clockwork Orange could help him stop. Life circumstances could have made him stop. Does anyone think he stopped completely between August 1981 and May 1986? Presumably he wasn't in prison, because a fingerprint match would have been made by now.

i Personally think he is in prison, for a non violent crime perhaps or he has committed suicide which would not be uncommon for this type of sexual sadist.

He is not in prison. All prisoners in California correctional facilities must provide DNA samples as part of a statewide database. If he were in prison his DNA sample would have come up on the computer as a match.
