In my research on the base decal, I came across information about the El Centro parachute test range. It seems like all parachute activities, including missile recovery, started here.

A good find. Maybe that can explain the movements of ear/ons. If he was into missile recovery as part of his job then that can explain why he can travel around California and not get fired for not showing up to work.
