Boren was arrested for a rape in Sac during the Ears eras. He was also involved in this sordid incident regarding the murders of two young women from Carson City in 1974:
Nevada State Journal April 10, 1976 B o l e n b a c k , under questioning by defense counsel Mike Farris, said literally any of a million weapons could have fired the bullets, including the ones found in the skulls of the young victims In the course of the recent trial of Jimmie Neuschafer — who, like Wills, was indicted on two counts of first degree murder in connection with the August 1974 shootings — witness William Paul Boren testified that N?uschafer told him he had stolen a .22 caliber pistol from Boren's mother and used it "on a couple of bitches at the lake " Neuschafer, who was subsequently found guilty and is awaiting sentencing — testified that Wills, a 21- year-old Fair Oaks, Calif., man, was not involved in the deaths of Shawn and Lorie.

I guess I had not paid any attention to that story. I wondered why he was not listed, I just figured he had acted up again and was back in.
He appearantly committed a rape out in the Sunrise Mall area on Jan 31, 1977, between numbers 12 and 13. They rolled him up on Feb. 3, and there was an article that said "We might have him!" They wern't very happy when he was sitting in the lockup when number 13 occured.
It seems as though he was just an opportunistic copy cat, and no connection has been made to Rodney Boren that I'm aware of.
I'm no fan of the way "Three Strikes" is implimented in this state, but if you ever want a reason why they passed the law, "Wild Bill" was as good as they come. It's really sad how some people turn out the way he did.

I don't think we have seen any evidence that Rodney and William were related. Dengas or ND could elaborate more on that. Here is more on Boren's role in the murder of the 13 year old and 15 year old CArson City girls:
in advance that Neuschafer would testify that William Boren paid him and Dennis Anderson money to k:ll four Carsonites and take some drugs from a home. Neuschafer said the Woodruff and Hofer girls led them to the house, where he killed "two dudes" he knew only as "Michael and Gary." Anderson, he said, told him later that he "blew them (the girls) away " Anderson, who previously testified Neuschafer told him in October 1974 that he had "ripped off two young chicks," returned to the witness stand to deny Neuschafer's accusation. Boren also denied he had testified earlier in the trial that Neuschafer told him that he had used his (Boren's) mother's gun "on a couple of bitches up at the lake." Doescher scoffed at Neuschafer's story, finding it odd that he doesn't know their (M'chael and Gary's) last names, yet he said he was paid $5,000 to come from Sacramento to kill them." There was heavy police security throughout the trial — metal detectors being used on persons entering the courtroom, Friday. One of the guards said Neuschafer's life had been threatened Neuschafer wore a bullet-proof vest throughout

No, I said that absolutely no connection has been made between the families, period. Some people are thinking maybe cousins, but that track has pretty much been dropped.
And did I speak too soon. The guy that killed Wild Bill might have had him beat. That court case was his 21st appearence in Sac Courts since 1989. I only found 17 charges against Wild Bill from 1993 to 2002.
He may have been a suspect in Visalia at some time, but I doubt that he was ever a serious one. But there is no doubt in many people's minds that he knows one heck of a lot about all the dirty stuff that went down in that period. Including maybe who did really kill Donna Richmond.

Nightdriver, Thanks for clarifying that about William and Rodney. William certainly was a career criminal. Here is an article from Hayward 1977 that excludes him as Ears:
Daily Review Hayward Feb 4, 1977 "Rape suspect arrested SACRAMENTO I UPI] - William Boren. 24, Orangevale, was arrested Thursday night and charged with the rape of a 20-year-old woman which authorities previously' believed was Ihe work of the so-called "east area rapist." But sheriff's spokesman Bill Miller said. "There is no evidence to link him to the offenses attributed lo Ihe east area rapist." "The east area rapist" has been blamed for 14 attacks on women, including 10 rapes, occurring in fashionable neighborhoods in eastern Sacramento County since since October 1975."

I did a little looking on the mentioned case, Neuschafer was something else. He died in 1998 of natural causes while on Nevada's death row. It seems like he murdered a fellow prisoner in 1980.
It makes you wonder what else he could have done in the Sacramento area. It looks like Boren grew up in Folsom, I wonder where Neuschafer was from?

I did a little looking on this Neuschafer guy, and I'm sorry I did, he was as rotten as they come. Now if he was close enough to Boren to have stolen a gun from his mother, what else could he and Boren have ever done?
One funny question: just what did Boren do in his rape that made SCSO think it was really him? If he was just so stupid that he did a rape in that area, Sunrise Mall, at that time, then he deserved to have been pointed at.

One Funny Question: A much simpler way to answer that is what Boren did not do that made it evident he was not EAR. EAR did one thing over and over again and to my knowledge no other rapist has done it. g

I was looking at this thread and I got a thought: Was that press release a trap? Many of us are aware that he has a signature, did they know that at that time?
In looking at the timeline, #13 appears to be a little untimely, I wonder if that was a a message to SCSO? "you didn't get me, ha, ha"??
I think we all see that this was a game between him and LE, but why?

I am certain the press was unaware of EAR's "unique" MO. I think that very few individuals outside of EAR victims and LE were ever aware of the particulars, at least of the factual ones that led LE to confirm it was EAR. EAR's signature still has not been completely revealed. A recent query revealed that, to this day, no one has ever used that "unique" MO used by EAR. I believe EAR's MO will reveal something very personal about our him. I have many thoughts on this.
In #13 the timeline reveals how much EAR knew about his victims. How he studied them. How prepared he was to attack at any time. EAR knew victim #13's husband had just left for work. That residence could of been watched from many different locations (undetected). The park, the school, the field next to the residence. This location left EAR with a lot of wiggle room. Exit husband, enter EAR, almost always prepared.
I have been to all of the EAR attack residences and some are so close to eachother it is unbelievable he seemed to have returned to the area with no fear. EAR found pleasure in his fear and the challenges. g

As I said, it appears the the Boren press release may have been a trap, it would be interesting to know where the Boren rape occurred.
Note that after #13, he went down to Whitney Ave, and then did? the Rod Miller shooting. Had someone up in the Crestview area really got a good look at him?
I've also been to every scene in Sacto, Davis, Stockton and Modesto. Some are very close, then there are the "outlanders."
I still remember that hinted attempter attack up in Granite Bay, it was about 11 minutes north of the Orangevale attacks. Just a copycat? It sounded like a good copy..

Yes, but that was in Granite Bay, according to the reportee. she said that it was investigated by Placer County. I've been by the supposed scene and it seems to the fit what was described.
I only remarked that story because of the proximity to the Orangevale attacks, and the scene around the house. It sure could have been one of his target locations.
But since the house is about 300 feet south of Douglas Blvd. that would seem to be long way north of his boundary?

I often wonder how many of EAR's rapes or burglaries went undetected or unreported. Could be he had a few other comfort zones that went undetected. I recently noticed in a report that Cindy Wanner's death had the same colored fibers that some of the ONS victims had. Cindy's abduction happened in that area of Granite Bay. I asked the detective who works on this case if he knew what the fibers were. He informed me that they were wool.
I am convinced that there are crimes done by EARONS that have gone without notice. I am also certain that EARONS MO may vary in some of these cases but have enough resemblence that they should be looked into. This is just my opinion.
Cindy Wanner — Wanner disappeared from her sister’s Granite Bay home on Nov. 25, 1991. She had been cleaning the house when the abduction occurred, leaving her 11-month-old child sitting in a high chair. Her ATM card was used at a local bank. But, tragically, the video was erased before investigators learned of the filming of a probable suspect. Wanner’s body was found in the Foresthill area three weeks later by a hunter. Despite a nationwide TV appeal, no arrest has been made. g

I was aware of the Wanner case, but I was not aware of this one.
- Cherilyn Hawkley, 39, a well-liked fifth grade teacher, was found Oct. 31, 1993, strangled in her minivan, located under trees near Oakhills Elementary School in Granite Bay. No motive or suspect ever found.
It's just as close as the Wanner case was. that location is about 0.25 miles east of Granite Bay HS. I believe that 1977? case occurred on Iris Pl. and the attacker may have parked on Padre Ct.
My favorite bad boy is Herman Lee Hobbs, but it may be that he was up in Yuba County at that time. He was a dropper, but that seems to be a common trait, except for our guy, did he change??
I totally concur with what you said, I have always felt that. It's just that there are so many unsolved ones to look at, it would overwhelm any one investigator.

Some feel Hawkley and Wanner are crimes that are connected. I wonder how many unrelated crimes are EAR crimes. I do think the green fibers that were found on Wanner sound familiar. In the O/M case there were those particular fibers found on AM's spine and left big toe. The Wanner case had a similar finding.
It would certainly make sense that EAR did not quit committing crimes after the 1986 Cruz case. Of course that is implying anything has made sense in these crimes. It is possible that he quit, but not likely in my opinion.
After all these years I would hope and pray that all individuals both in LE and outside LE could get along and seek justice together rather than insist on going it alone. I still see that there are jurisdictions who refuse to cooperate with eachother. That makes no sense to me. That leads me to believe one thing..There is something to hide. I still have my opinions on that mess as well. g

I am aware of a few of the jurisdictions who previously refused to work together that are now communicating. Does that mean the case will be solved? Time will tell. Until then, EAR remains masked. There have been some new developments that make me hopeful.
I am the eternal optimist, hopefully that optimism gives way for an arrest. Or..In the event our man was dead with an identification of EAR. God knows all of these victims and their families have waited far too long for justice. The families deserve justice. It is my prayer that the victims and their families find that justice and that they will have some sort of peace. I don't know if you ever have peace after such atrocities having been heaped on you...I do hope they find comfort in the knowledge that LE is working towards a solution and end to this case. g
